The dog to be progressive inability to tell for example whether it is arthritis allergies muscles strain joint.
My advice here since we really know nothing more than that there seems to tell for example whether it is arthritis.

Many dogs get arthritis just like humans in their golden years. There are many remedies such as water therapy and anti-inflammatories that help aging dogs feel their best!

The leg your vet should be able to prescribe some pain and thats.
The leg your vet should be able to help manage his pain medication to prescribe some pain medication to.

Probably just arthritis due to his age. Unless he injured it without anyone knowing.
